The answer is no, not always. There are many plumbing products you can buy in DIY stores that will clear blocked sinks and basins. If that doesn't work, have ago yourself. Place a bucket underneath the pipes as there will be water present. Unscrew the 2 large plastic nuts (sometimes it may be chrome) under the sink (see picture). Pull any debris out or if you can't see any, undo a wire coat hanger and poke around in the pipes to dislodge the blockages. Flush out the detached u-bend with hot water then re-attach to the pipes.
Your stopcock is normally found under the kitchen sink. It will turn off all the mains water coming into the house. Turn it to the right to close it. If you have a large leak, remember you'll need to run your taps to drain all the water out to help stem the leak. Don't forget to fill the kettle up first and go to the loo!
